White, Vice Chairman of Enron Energy Services, to be Secretary of the Army. Mr. White, a West Point graduate, served in the Army for 23 years, retiring as a brigadier general. He was executive assistant to General Colin L. Powell, then the chairman of the Joint Chiefs of Staff, from 1989 to 1990.
