Christi - I think your two suggested solutions with environmental
implications are probably doable. The issue with retrofitting and burning fuel oil is going to be the fact that fuel oil has greater emissions and thus more offsets will be needed. The repowering/increasing of efficiency at existing generation I believe has been addressed in the just signed SBX 28.
