Draft of TW flow direction

Attached below is a draft of the requirements for the new CMS system & TMS changes to add the TW Flow Direction to the process that we for Inside/Outside the path.

Please review it and make any changes you see that may be missing or incorect. I would like these change back by COB Wednesday 8/22/01
