Notice identifier 1400 _______________ NOTICE TO CLAY BASIN CAPACITY HOLDERS As previously reported in October 2001, Questar Pipeline Company is planning to perform inventory verification and deliverability tests at its Clay Basin storage facility beginning April 2, 2002. These tests will involve a 14-day shut-in of Clay Basin for reservoir gas inventory verification followed immediately by a 2-day field deliverability test. In an effort to allow our shippers time to minimize the impact of the testing as much as possible, we are providing the following information on the planned testing. During the 14-day shut in, from April 2, 2002 through April 15, 2002, Clay Basin customers will not be able to utilize their storage service. Beginning at 8:00 a.m. on April 16, 2002 an Operational Flow Order will be issued to facilitate the deliverability flow test. During the 2-day flow test period, all FSS capacity holders will be required to take a pro-rata share of their withdrawal capacity based on their contracted percentage of Clay Basin's total working gas storage capacity. No injections will be allowed during the flow test. The planned deliverability test will be conducted as follows: During each test day, all storage customers will be required to make a withdrawal and corresponding transportation nomination. The volume of the required withdrawal nomination will be calculated as follows: April 16, 2002 allocation: Customers Contracted Percentage of Working Capacity x 213 MDth =3D Daily flow requirement * April 17, 2002 allocation: Customers Contracted Percentage of Working Capacity x 106.5 MDth =3D Daily flow requirement * Example: A storage customer holds annual FSS storage capacity of 1,065,000 Dth. Its minimum nomination would be calculated as follows: April 16 Flow Requirement: 1,065,000 Dth/54,581,250 Dth x 213,000 Dth =3D 4,156 Dth * April 17 Flow Requirement: 1,065,000 Dth/54,581,250 Dth x 106,500 Dth =3D 2,078 Dth * * Important Note: The flow rates and daily flow requirements above are based on the minimum flow rates necessary to conduct the deliverability test. Depending on conditions in the basin at the time of the test, customers may be required to increase their withdrawal rates by up to 25%. FSS capacity holders will be required to have adequate inventory in Clay Basin and transportation capacity to facilitate the flow test. If it is necessary to cancel the deliverability test due to conditions beyond Questar's reasonable ability to prevent or control, Questar will notify customers of cancellation as soon as possible. Questar will work with storage customers to facilitate transportation of their gas supply and to mitigate the impact as much as possible during the testing period.
