Leaving voicemail with two comments: 1 ) Demand buydown: establish
participation threshold of 20 kw...residential inclusion is unnecessary and
will draw additional fire........2) Eliminating undue discrimination: we
should make clear that non-discrimination means all uses of transmission
system subject to FERC's jurisdiction shall be treated in a
non-discriminatory manner. Thanks.

Attached please find draft legislation for Reliability and Demand Buy-Down.
The language is to be submitted to the DOE drafting team on Wednesday
afternoon. Please provide comments and suggestions directly to me ASAP so
that I can make revisions for final submission.

Adiitional language on 1) interconnections, 2) FERC jurisdiction over
non-jurisdictional transmission services,3)PUCHA repeal and 4) Tribal land
ROW should be circulated later today.
