Hi guys, per my e-mail yesterday, the House believes they still have a 40%
chance to pass a comprehensive bill this Congress. Joe Hartsoe, Charles
Ingebretson and myself will attend today's meeting referenced below and
report back. Other participants include TXU, Unicom, APPA, NARUC, Southern
Company, etc. (Watkiss is on a plane, we were just notified of this meeting
at 10 am this morning.) We'll report back.

< A meeting will convene today, Wednesday, June 19 starting at 4:00 p.m. in
< Room 2218, Rayburn House Office Building. The purpose of the meeting is to
< thoroughly analyze various transmission proposals under discussion by
< Commerce Committee Members Bliley, Barton and Largent.

< Participants will be expected to identify any workable compromise that
< results in passing electricity restructuring legislation.

< Please RSVP for you or your designee by return e-mail to me. Feel free to
< bring technical experts on your staff. To ask questions or request
< additional information, please do so by return e-mail or call me or the
< other staff. We hope to have a constructive work session to arrive at a
< compromise on transmission language for a comprehensive bill, and your
