What about adding something on the RTO's requiring that they create real time
energy markets? This is a huge issue in getting wholesale electricity markets to work effectively, i.e; to create discernable consumer welfare benefits.... and we ( Enron ) need to talk about this this issue and concern and talk about it frequently and w/ the same passion we talk about the need for open markets.
