ABX 1 passed out of the Senate on a vote of 27-8. Three Republicans
voted for the bill, one Democrat against. The bill will be heard on the
Assembly floor later today.

Senator Bowen has requested that we provide her with legislative
language regarding direct access for her clean-up legislation. Senator
Bowen made a commitment on the Senate floor that she would try to
resolve the issue in future legislation.

In anticipation of the clean-up legislation, we held a meeting this
afternoon with the following groups to try and come to some consensus
regarding direct access:

California Manufacturers and Technology Association
Building Owners and Managers Association
California State University
University of California
California Chamber of Commerce
New Energy
AES
Association of Retail Marketers
California Healthcare Association
GreenMountain
California Large Energy Consumers Association
California Retailers Association
California Grocers Association

The following groups could not attend today's meeting, but they
expressed an interest in participating in the discussions:

California Farm Bureau
California Restaurant Association
