Thane, I think the doc that was prepared needs to be more user friendly and
explain better what is intended. For example, what is shadowing. What do want with anciliary services? Should all ancilliary services be deregulated and available at market based rates or should they be available at the suppliers option based on a tariff rate, etc. We should not assume that the reader understands what we want.
