FYI: The draft Electric Supply and Transmission Act ("the Barton bill") being debated in the U.S. Congress proposes to make the following changes to BPA:
? The Bonneville Power Administration (BPA) transmission system is brought under FERC jurisdiction and authorized to participate in an RTO. BPA may engage in retail sales only to certain existing customers.
