Changes to SettleAnc and SettleGen

All,

I made changes to SettleAnc and SettleSupp that will use the absolute values instead of only positive values for uninstructed energy when calculating CT 523, Market Operations Charge.

Please use the following tools so that they can be tested. Let me know if you run into any errors or have problems, or if they meet with your approval.
