Settle15 Wheeling Cong

All,

HA Wheeling Cong was calcing incorrectly. Donna and I made a change to how the charge was being calculated as follows:

OLD:

(HA Export Wheeling MW * HA Import Price) + (HA Import Wheeling MW * HA Export Price)

NEW:

(HA Import Wheeling MW * HA Import Price) - (HA Export Wheeling MW * HA Export Price)

Thus effective at COB today, the new Settle15 will be in production.
