US DOE BUDGET PROPOSES 10-YEAR, $2 BLN CLEAN-COAL PROGRAM

The Bush administration proposes creating a 10-year, $2 billion clean-coal
technology program jointly funded by industry in its fiscal year 2002 budget
request for the U.S. Department of Energy that was submitted to Congress
Monday.

CALIFORNIA GOVERNOR INSISTS UPON NECESSITY OF RAISING RATES

Gov. Gray Davis said Thursday that Californians' electricity rates must be
raised to ease the state's energy crisis, and that some of the money should
help bail out the strapped utilities, which have rung up $14 billion in debt.

CALIFORNIA REACHES DEAL ON POWER LINES

In a bid to pull the state's second biggest utility back from the brink of
bankruptcy, Gov. Gray Davis announced a deal on Monday for the state to buy
power lines from Southern California Edison for $2.76 billion.

MAJOR RATE HIKES, RELIABILITY ISSUES THREATEN NW POWER SYSTEM; BPA SAYS THE
REGION MUST CUT ENERGY USE NOW TO HOLD DOWN COSTS

The region's federal electricity system is headed for wholesale rate
increases of 250 percent or more after Oct. 1 unless its customers -- the
region's retail utilities and large industrial customers -- make commitments
to reduce energy use within the next 60 days, the Bonneville Power
Administration warned Monday.

POWER ACQUISITION TARGETS U.S.

Germany's largest power company, E.On Ag, announced Monday that it is buying
Britian's Powergen Plc for $14 billion in cash in the largest cross-border
European utilities transaction, which includes a substantial investment in
the U.S. power business.
