US WESTERN STATES PRESS FEDS TO ACT ON POWER PRICES

High electricity prices pose a "looming disaster" for many states in the
West, a federal regulator warned Tuesday, as pressure grew on the government
to consider temporary price controls on wholesale power.

MINNESOTA SENATE COMMITTEE PASSES BILL TO CURB POWER SHORTFALLS

An energy committee in the Minnesota Senate passed a bill late Tuesday that
includes provisions to improve electricity conservation and speed the power
plant siting process to help boost power supplies in the state, a legislative
official said.

TEXAS BILL COULD STOP UTILITIES STRANDED-COST ADVANCES

A bill advanced Monday in the Texas House of Representatives that could force
three large Texas electric utilities to return millions of dollars they have
collected to cover expenses expected to be left "stranded" when retail
competition begins next year.

MIRANT: NEW 1,100-MW NEVADA PLANT SEEN ON LINE MARCH 2003

Mirant Corp. and privately-owned Apex Industrial Park broke ground Wednesday
on its 1,100-megawatt Apex Generating Station located in Nevada, Mirant said.

CONSTELLATION: 4 NEW PLANTS, 1,100-MW DUE UP FOR SUMMER

Constellation Energy Group plans to have four new power plants with a total
capacity of 1,100 megawatts ready for commercial operation this summer, a
company spokesman said Wednesday.

PG&E BANKRUPTCY RENEWS FOCUS ON FUNDS MOVED TO PARENT

Pacific Gas and Electric is in bankruptcy court, but its holding company
remains profitable, partly because the utility transferred billions of
dollars to its corporate parent in the years leading up to its financial
collapse. Is this fair?
