CALIFORNIA GOVERNOR BEGINS EFFORT TO BAIL OUT UTILITIES

Gov. Gray Davis began a difficult campaign Monday to persuade state lawmakers
to approve a bailout of Southern California Edison, but so far his plan is
being greeted in the Capitol like a skunk in a sauna.

FEDERAL REGULATORS CRACK DOWN ON CALIFORNIA ENERGY PROVIDERS

Federal regulators on Monday ordered three California energy providers to
justify more than $587,000 in potentially excess profits collected last
month, prompting state officials to again complain that federal authorities
aren't going far enough.

DEVELOPERS PLAN TO BUILD THREE POWER STATIONS IN CALIFORNIA'S INLAND EMPIRE

On a fast track spurred by the state's energy crisis, two developers intend
to build three generating stations in the Inland Empire and power them up
this summer.

MIDAMERICAN SEES PUHCA REPEAL AS SENATE SLATES ACTION

The Senate Banking Committee has scheduled an April 24 vote on legislation to
repeal the 1935 Public Utility Holding Company Act, or PUHCA.

NEW YORK NEEDS NEW POWER PLANTS TO AVOID 46% RATE INCREASE

An independent energy expert said Tuesday that New York could face a 46%
increase in power prices by 2005 if it doesn't build new power plants and
transmission facilities.

NEW ERA IN NEW JERSEY FOR RENEWABLE ENERGY

New Jersey's environmental officials and its gas and electric utilities today
launched a series of energy efficiency and renewable energy programs that
will serve as a model for other states.
