CHENEY PUSHES FOR ENERGY DEVELOPMENT

Vice President Dick Cheney warned on Monday that the whole nation could face
California-style blackouts as he outlined a national energy strategy relying
heavily on oil, natural gas, coal and nuclear power development - but not
conservation.

COAL SAYS POWER PLANTS CAN BE EXPANDED

A coal industry advisory group said Monday that existing coal-burning power
plants in the United States could be expanded with "relatively modest" effort
enough to add another 40,000 megawatts to the nation's electricity supply.

-PRECEDENT IN OKLAHOMA COURTS ALLOWS STATE TO LOOK AT UTILITY FINANCES

Oklahoma Supreme Court rulings over the last 70 years have supported the
constitutional authority of state regulators to inspect the books of utility
affiliates, regulators told the justices Thursday.

INTERNATIONAL POWER: 570-MW BLACKSTONE POWER PLANT SEEN ON LINE JULY

International Power's 570-megawatt natural gas-fired power plant in
Blackstone, Mass. is scheduled to begin operating in July, a company
spokesman said Monday.

PPL: 225-MW WALLINGFORD POWER PLANT SEEN ON LINE IN JULY

PPL's 225-megawatt Wallingford power plant is on schedule to begin operating
in July, a company spokesman said Monday. The natural gas-fired plant will be
located in south-central Connecticut.

STADTWERKE KIEL, DUTCH ESSENT, DELTA AND OTHERS JOIN LPX

The Leipzig Power Exchange said Monday that five companies joined as
participants last week, bringing the total number of participants to 60.

GERMAN, EU REGULATORS SET TO OK UTILITY HEW BUY OF VEAG

A plan by Hamburgische Electricitaets-Werke AG to acquire eastern German
utility Veag is likely to get regulatory approval after utilities Vattenfall
AB of Sweden and Mirant Corp. of the U.S. reached a hard-fought accord over
control of Berlin-based Bewag AG.
