FEDERAL OFFICIALS APPROVE POWER PRICE CONTROLS FOR CALIFORNIA Federal regulators Wednesday ordered limited price controls for California's electricity market that will kick in when a shortage of power threatens to plunge the state into an emergency. BUSH EXPLORING POWER PLANT BOOSTS The Bush administration and congressional Republicans are exploring ways to boost production from California's small, alternative-energy power plants, many of which have shut down because they weren't getting paid.
